RBAW Message Relay from the State of Washington and U.S. Coast Guard, 13th District: This proposed Coast Guard rule making may be of interest to boaters and sportsmen in the Grays Harbor and Washington Coastal areas: Greetings: The below notice in the Federal Register was published last Thursday for public comment. The proposal requires WA identified entrance areas (Quillayute River, Grays Harbor Entrance, Willapa Bay, and Columbia River Bar; plus other Oregon coastal bay areas) to be determined by CG to have an "unsafe condition" using a formula for wave height and vessel length. Recreational vessels (and others meeting CG definitions) would be restricted from crossing the bar/entrance when the CG determines it is unsafe. During restricted bar crossings in the identified entrance areas, people on vessels in unenclosed areas would be required to wear a lifejacket and others in unenclosed areas required to have one immediately available. All persons and vessels in the identified entrance areas would be required to comply with the orders of CG personnel.
